Get results in days, not monthsResults in days, not monthsPeople do not usually browse Facebook or Instagram looking for addiction treatment. They scroll through photos and family news, and an ad about rehab can feel intrusive, or can reach someone at the wrong moment. That makes Meta a narrow tool for addiction treatment programs rather than a main channel. It can still serve family education, alumni events and awareness, if approved. This page explains the rules, what we would and would not do, and how to keep tracking from creating risk.
Why it is narrow
Social feeds are public, personal and emotional, which makes them an awkward place for addiction treatment advertising. A person scrolling past a rehab ad may be someone in recovery, a relative or a coworker looking over a shoulder. We approach addiction treatment on Meta as an information and community channel first, and a lead channel a distant second.
Any addiction treatment advertiser should expect closer review and tighter targeting than other businesses face. We build around that, and we are comfortable recommending that a program skip Meta entirely when search, listings and referrals already cover its needs.
The rules
Meta's published advertising standards for drug and alcohol addiction treatment say that advertisers who want to run these ads aimed at people in the United States must be certified by LegitScript and must apply to Meta for permission. Meta also asks for evidence that an advertiser is appropriately licensed. The policy has covered clinical treatment, hotlines, support groups and online treatment. One vendor article we found claimed that Meta does not require certification, which conflicts with Meta's own page, so rely on Meta's text and recheck it before every new campaign.
Meta also limits how ads can speak to people. Copy that implies you know a viewer's personal health condition, such as "Are you struggling with alcohol?", can be rejected or can feel invasive. Targeting options related to sensitive health topics have been restricted over time. Because the rules for addiction treatment ads shift, we describe approaches, not settings that may change next month.
If your program is not yet approved, we would not run Meta ads at all.
Possible uses
Guides and webinars
Promote a free information session for families, written as an invitation and not a diagnosis.
Gatherings and support groups
Invite former patients, with consent, to reunion or family events, using audiences you control.
Opening an addiction treatment program or location
Announce a new outpatient track or location to the communities near it.
Referrers on social platforms
Inform clinicians and case managers about intake criteria and availability.
Clinical and support roles
Job ads for counselors, nurses and technicians, which have their own rules and often perform well.
Real stories with consent
Staff spotlights and community involvement, never patient testimonials without strict consent review.
Do and do not
| Do | Do not | Reason |
|---|---|---|
| Show staff, grounds and community moments | Use dramatic imagery of despair or substance use | Avoid shame and policy flags |
| Invite people to learn or attend | Imply you know their health condition | Meta restricts personal-attribute language |
| State what you offer and where | Promise cure, results or success rates | Outcome claims are unsupportable and risky |
| Give a phone number and hours | Use countdown timers or scarcity tricks | Pressure is inappropriate for people in distress |
| Mention 988 and 911 where relevant | Treat crisis as a sales moment | Safety first |
| Use first-party audiences with consent | Upload patient lists to build audiences | Patient lists are protected information |
Pixels and audiences
A Meta pixel on a program's website can send information about page visits and form actions to Meta. When pages are about addiction treatment, that information may reveal sensitive interest. Federal health regulators issued guidance on tracking technologies in 2024, and a court later set aside part of it, so the legal picture has moved. Federally assisted programs also face the confidentiality rules in 42 CFR Part 2. Whether a pixel is acceptable on a given page is a question for your attorney.
Safer practices include keeping pixels off pages where visitors enter health or insurance details, using server-side measurement that sends only non-sensitive events, skipping lookalike audiences built from patient data and disabling retargeting around treatment pages. We write down the choices and review them yearly. Never upload patient or admissions lists to any advertising platform without legal advice.
Testing
Written proof of certification and Meta permission, plus a read of current ad standards.
A family information session, a job posting or a local awareness message, not everything at once.
Invitations, facts and a phone number, reviewed by your compliance lead.
Use basic reporting such as reach and clicks, with no sensitive events sent back.
After a short run we review comments, tone and any negative reactions, then decide whether to continue.
Comments and messages
Ads on social platforms invite comments, and comments about treatment can turn personal fast. Someone might describe their own struggle under an ad, tag a friend or ask a question that reveals health information. If staff reply carelessly, they may confirm that a person is connected to your addiction treatment program. So we write a short moderation guide before any ad runs: who watches the comments, how quickly, what the standard reply says and when a conversation moves to a phone call.
A standard reply might thank the person, say that you cannot discuss anyone's situation in public and offer a number to call. Where someone sounds in danger, the reply should name 988 and 911 and flag the comment for a clinician to review. Hateful or abusive comments can be hidden according to the platform's tools, but do not delete honest criticism simply because it is uncomfortable.
If you do not have the staff to watch a feed, that is a sign to skip social ads for now. The same applies to direct messages: a message inbox on a treatment page is a channel for sensitive information, and it needs an owner.
Audience building
| Audience type | How it is built | Privacy question |
|---|---|---|
| Broad geographic audience | Everyone in a defined area | Lowest risk, least efficient |
| Interest-based audience | Meta infers interests from behavior | Sensitive categories may be restricted, and some inferred interests could imply health status |
| Website visitors | People who visited pages on your site | Visits to treatment pages reveal sensitive interest; discuss with counsel |
| Customer list uploads | A hashed list of contacts | Do not upload patient or inquiry lists without legal advice |
| Lookalikes | Meta finds people similar to a source audience | Inherits the problems of the source |
| Followers and engagers | People who interacted with your page | Lower risk, small and slow |
For many programs the safest approach is broad location targeting with careful creative, even if it costs more to reach each person.
Hiring ads
A steady need
Job ads that describe the team, the schedule and the clinical approach in honest terms.
Hard to fill
Highlight supervision, shift structure and training support.
Entry-level roles
Explain the path to growth and what a day looks like.
A valuable role
Describe the role's responsibilities and support without making assumptions about candidates.
Message ideas
| Audience | A helpful message | Leave out |
|---|---|---|
| Families | An invitation to a free information evening about how treatment works | Language that suggests the viewer has a relative in addiction |
| Referring professionals | Open intake hours and how to reach admissions | Claims about results or comparisons with named competitors |
| Local community | A new outpatient group or an open house | Photographs that can identify patients |
| Job seekers | Clinical openings and what the team is like | Promises about pay or schedules you cannot keep |
| Alumni | An invitation to a gathering or a way to give back | Anything that uses their story without consent |
Measuring Meta
Because people on social platforms are not actively searching, direct response numbers can mislead. A family evening might draw a modest crowd that includes the right few people, and the effect on admissions may show up weeks later or never be traceable. We use simple, privacy-friendly counts: reach, click-through to an information page, event registrations and calls that mention the event. We compare those with your admissions team's sense of whether the conversations were useful.
We also watch for signs of harm: negative comments, reports of ads shown to people for whom they were not intended and any platform warning. If these appear, we pause and review. A channel that costs goodwill is not worth running, whatever the click numbers say.
Finally, we agree on a stopping rule in advance. If after a defined period a test does not show clear value, we stop and move the money to search, content or listings, where results are easier to see.
Pricing
Details
A single platform is $895 monthly, two are $1,595 and three are $2,295. The ad budget goes to Meta directly and is separate. No set-up fee applies and no contract is required.
Meta's published policy for ads aimed at people in the United States says yes, along with Meta's permission. Read the page yourself, since policies change.
Placements fall under the same policy. We would test cautiously and pay attention to comments, which are public.
Decide ahead of time who monitors comments, what the reply template says and how to move the conversation to a private channel. Include 988 and 911 information for emergencies.
Only with careful written consent and legal review. Many programs avoid them. We never write testimonials.
They do different jobs. Google answers a search; Meta interrupts a feed. For most programs Google search is the primary paid channel after approval and Meta is optional.
Not from patient or admission data. If an audience built from your website visitors raises privacy questions, ask counsel before you use it.
